What is the Municipal Heritage Committee?

Municipal Heritage Committees have been formed across the province to help preserve the stories housed in architecturally significant buildings (and in the process save us thousands of words). A Municipal Heritage Committee is established by a municipal government by passing a by-law in accordance with guidelines in the Ontario Heritage Act. The Committee then serves as an advocate for architectural conservation while working closely with municipal council and various municipal departments in order to make their heritage conservation program a success.

The City of North Bay's Municipal Heritage Committee

The City of North Bay passed By-Law No. 38-96 on April 15th, 1996 which created our Municipal Heritage Committee. North Bay's Municipal Heritage Committee is made up of a number of members including one member from the North Bay Society of Architects, one member from the North Bay Area Museum Board and members of the general public. The municipality provides the Municipal Heritage Committee with administrative tools including the City Treasurer who is to keep records on behalf of the Committee. The Committee may also call upon professional and secretarial support from Planning Services.

The terms of reference included in North Bay's Municipal Heritage Committee by-law are extensive. They help to define what the Committee can do in, and for, the city. One of the Committee's responsibilities is to lay down guidelines for the evaluation of properties which may have historical value or interest. The Municipal Heritage Committee advises Council on the possible designation of heritage sites and their preservation. The group is also expected to gather information on available funding. To ensure accountability, the Committee must provide Council with an annual report of the year's activities and present budget submissions as part of the normal municipal process. However, one of the most important responsibilities of North Bay's Municipal Heritage Committee is to educate the public and increase awareness of conservation issues so that when the time comes to decide the fate of an important heritage building, the community can make an informed decision about what actions should be taken.
